Operating a campus of a Canadian institution in an international country presents interesting challenges and interpretations when dealing with country-specific legislation and international treaties. Copyright falls with this domain.
In 2007, the Vice-President, Qatar Project provided the following direction, "Employees of CNA-Q are expected to respect and comply with the laws of the State of Qatar and, unless they conflict, the laws of Canada on all matters including copyright protection." This direction has guided the work on copyright adherence and support at the Qatar campus.

Committee Mandate
The CNA-Q Standing Committee on Copyright was formed in February 2009 with a mandate:
1. To play an informational role, including research into, and compilation of Qatar, Canadian and International Copyright legislation and best practices in copyright adherence in Canadian tertiary educational institutions.
2. To make recommendations on policies and procedures with respect to copyright adherence.
3. To make recommendations on policies and procedures with respect to the copyrighting of college-produced materials and resources.
4. To develop training on copyright adherence for faculty and students.
5. To develop print and web-based resources on copyright adherence for faculty and students.
The Committee is comprised of members from academic and operational departments and is chaired by the Library Manager. Members of the CNA-Q Standing Committee on Copyright also sit on the CNA Copyright Committee.

Committee recommends
As part of its commitment to provide policy, procedural and informational guidance to staff, faculty and students, the Committee follows copyright law and makes available whenever possible, publications, pamphlets and professional opinion developed by outside organizations.
CMEC, the Council of Ministers of Education Canada monitors copyright legislation in Canada and examines its impact on educational institutions. They have published an excellent booklet entitled Copyright Matters! Some Key Questions and Answers for Teachers in conjunction with the Canadian School Board Association and the Canadian Teachers Federation

The copyright symbol is automatically applied to original works such as books, articles, videos, music, paintings, photographs, broadcasts, performances, software and digital works (CDs, DVDs, websites). Registration with the Copyright Board of Canada is not required to secure protection, although it is helpful should a legal dispute occur.

Access Copyright The Canadian copyright licensing agency.

PLEASE NOTE: CNAQ Copyright Comittee had been advised in 2010-2011, that the College of the North Atlantic did not renew its Access Copyright License beyond 2010. If the College has not renewed, photocopying or scanning must follow what is allowed under the Copryright Act.
College of the North Atlantic - Qatar Library. License agreements with publishers provide access to works in electronic format but make restrict copying or disseminating copies. Consult with the Library regards terms and conditions.
